Photo Opp for Propaganda

I wonder how often things like I just saw are used to make a point when the situation is not at all what it seems to be?

There were two little boys at a dumpster, one was up on top, the littler was standing in front of the dumpster, EATING. Such a sad sight, right?

But the truth is this: the dumpster is across the parking lot from the kids' house, the dad had told the older boy to put the lid back down on the dumpster, little brother tagged along, snack in hand.
